RE: COMPLAINT ON THE INHUMANE AND UNLAWFUL TREATMENT OF FAMILY MEMBERS OF A SUSPECT

TO: THE INSPECTOR GENERAL OF POLICE (IGP)

Cc: THE DIRECTOR OF PUBLIC PROSECUTIONS (DPP)

Dear Sir/Madam,

RE: COMPLAINT ON THE INHUMANE AND UNLAWFUL TREATMENT OF FAMILY MEMBERS OF A SUSPECT

I write to you with deep concern and dissatisfaction regarding the conduct of officers of the Uganda Police Force in relation to a widely circulating video involving the family members of one Anguyo Moses, a prison warder alleged to have committed a grave murder crime in Kiboga District.

While the suspect has reportedly been apprehended and is in lawful custody, it is both disturbing and unacceptable that his family members who are neither suspects nor accused persons are being subjected to treatment that is not only degrading but also devoid of any legal justification.

The actions captured in the video clip raise several critical questions about our justice system!

On what legal basis are innocent family members being paraded alongside a criminal suspect in a manner that suggests collective guilt?

What offence have these individuals/family members committed to warrant such treatment?

Why were these family members transported in the same vehicle with the suspect from Arua to Kiboga, exposing them to public shame, psychological distress, and potential harm?

Does this not amount to a violation of their constitutional rights, including the presumption of innocence and protection from inhumane and degrading treatment?

It is a fundamental principle of justice in our constitution that criminal liability is personal, not transferable whereby the actions of one individual cannot and must not be used to criminalize or punish their relatives.

Subjecting innocent civilians to such treatment undermines public trust in law enforcement and contravenes both constitutional protections and human rights standards.

I condemn these actions and call upon your offices to, Investigate the conduct of the officers involved in this incident, Hold accountable those found responsible for any abuse of authority and Issue a public clarification to reassure citizens that the rights of innocent individuals will be respected and protected.

The Uganda Police Force is entrusted with the duty to protect all citizens both innocent and accused alike within the bounds of the law

WHY WEST NILE NEEDS A UNITED, FORMIDABLE, AND VIBRANT PARLIAMENTARY CAUCAS TO PUSH FOR ITS POLITICAL, SOCIAL & ECONOMIC DEVELOPMENT

By: Anguzu Vincent There is a land in the far northwestern corner of Uganda, a land kissed by the waters of the great Nile, bordered by the Democratic Republic of Congo and South Sudan and its land of the resilient, farmers, traders, the educated and dreamers and its called West Nile! Historically known as the lado enclave. A sub-region of extraordinary cultural richness, geographic strategic importance, and untapped economic potential. Its people are resilient, its soil is fertile, and its spirit is unbreakable. Yet for far too long, West Nile has watched from the periphery as other regions of Uganda have leaped forward economically, politically, socially and institutionally. The time has come to change this narrative. The time has come for the sons and daughters of West Nile seated in the august house/Parliament to rise as one voice, one fist, and one formidable force, Not merely for a political argument but to push for the regions development agenda. West Nile comprises of districts...
